of terrorists. >> nbc news justice correspondent pete williams is live with us right now. i know you've been reviewing these charges. what's the latest on what you've uncovered? >> it is a fairly interesting sequence of things that the government cites here as evidence. first of all they say that there was a surveillance tape that shows what apparently is the second suspect, dzhokhar tsarnaev, the man in the hospital, placing the bomb at the second bombing. this is unrelated picture to what i'm talking about now. but this is the person we're talking about. but the surveillance tape was taken at the scene of the second bombing. you may recall that there was a restaurant there called the foreign restaurant. they say a surveillance camera there shows him walking up to the restaurant with his backpack on. that he takes a cell phone off, seems to be using it for a while, then seems to be talking on it. and then after he finishes the call, the first explosion goes off. he can be seen reto it. and i'm wondering if this isn't a little bit of confusion to see the pictures we're showing now. maybe we
investigator reporter pete williams. i don't think he takes a day off. and boston police commissioner ed davis and peter gammons will also join us. bill has our forecast now. >> all eyes on the midwest over the weekend. the heavy rains from last week caused epic flooding and in some cases even record flooding. six states dealt with major flooding problems including michigan, illinois, indiana, and as we went through areas of missouri and even iowa, unfortunately, three people did perish from rapidly rising floodwaters this weekend. a lot of the rivers did crest and they are slowly going to be going down from here. the one exception the illinois river. you can see just thousands and thousands of people were sandbagging all weekend long trying to keep these rivers from flooding their towns. the mississippi river is the biggest river in town in our country and it's at major flood stage. anywhere from outside of the border with iowa and illinois there around the squad cities southward is where it's cresting as i speak and will crest later this afternoon a little further south down in this region.
and corresponding documentary "dirty wars," and eugene robinson and pete williams. on why he doesn't work for cnn. first, here's bill karins with a check on the forecast. >> morning, everyone. we have two storms to talk about today. you'll need your umbrellas in the numerous locations. let's start with the east coast. there's a large storm forming off of eastern north carolina. this is not going to affect most areas in the mid-atlantic. just up there in new england. far enough offshore that a lot of the heavy rain is going to be confined into eastern new england. here's what i'm talking about. notice the rainfall predictions have very little if anything from philly to baltimore to d.c. but do produce up to 2 inches of heavy rain in boston through cape cod. from late this afternoon tonight into tomorrow morning. be prepared for that in eastern new england. so today's forecast, the rain will develop during the day in boston, out on long island a few showers, but i think new york city remains dry. buffalo to pittsburgh, you'll have clouds increasing with showers later tonight. now to the flooding st
'll get to nbc justice correspondent pete williams. as i turn to you, this news conference is going on, we know that officials did conduct two bomb sweeps in the area yesterday, one before the race and then one around the finish line they said about an hour before runners started to cross the finish line. what else can you tell us? >> despite the confusion overnight, they did not find more than two bombs, the two that went off, the confusion comes from the fact that as the bombs went off, people dropped packages they were holding and ran away. when police arrived on scene, they had all of these packages they had to check. they didn't take a lot of time. they simply destroyed them if there were any questions. some confusion last night that there were some unexploded devices. now they say that's not the case. as for revere, an apartment belonging to a student here who was 20 years old from saudi arabia, he was seen running from the scene, authorities say they did not find anything that search to indicate that he had any involvement in the bombing. he's been questioned all night. the interest

. >> lester in boston thank you so much. nbc's justice correspondent pete williams following overnight developments in the investigation. pete, good morning. it seems there is no clearer picture as to who may be behind this. >> i think that's certainly true although there is high hope that they will be able to answer that shortly. they know for certain the attack involved two bombs, but many other packages found on the street were deemed suspicious and destroyed and that took a lot of time last night. there were many packages to check because after the explosions officials say many people simply dropped what they were carrying and ran, leaving their packages behind. there were conflicting accounts whether investigators found two unexploded bombs. this morning a senior law enforcement official says there were no unexploded devices, just the two that went off. several officials say the bombs that went off included shrapnels to multiply the injuries, bebes and ball bearings. investigators are investigating video to see if they can see individuals placing the packages. there is a video fro
